Watershed Based Management Plan

The KLPA Board has been reviewing trends in Kolelemook Lake's water quality results along with emerging trends in the health of surrounding NH lakes. 

While the water quality of Kolelemook Lake is generally very good, there are some concerning trends in the levels of chlorides (salts), phosphorus and cyanobacteria in our water samples. As noted in PROGRAMS/WATER SAMPLING section of this website, we participate in the NH Department of Environmental Services (NHDES) Voluntary Lake Assessment Program (VLAP), which reviews our water samples and provides analysis and recommendations to address any concerns in trends. In their 2024 report they recommended we consider developing a watershed management plan to protect high quality waters.

The KLPA Board agrees and has been researching the best way to establish a watershed management plan and how to pay for it. After much research and talking with other lake associations, environmental firms and NHDES, we believe the best way to fund a plan is by applying for a forgivable loan through the Clean Water State Revolving Fund (CWSRF). 

Only a municipality can apply for the loan and would need to be granted authority through a Warrant Article passed by town voters. A such, on November 10, 2025, the KLPA presented a case to the Springfield Board of Selectmen for completing a Watershed Management Study and using the CWSRF to pay for it.

On November 24, 2025 the Springfield Board of Selectmen agreed to move forward with presenting a warrant article to the town voters to authorize borrowing up to $100,000 from the CWSRF in order to produce a Watershed Management Plan (WMP) for Kolelemook Lake, with the understanding that upon successful completion of the plan, the loan principal would be fully forgiven and all interest accrued on the loan would be paid by the KLPA. 

On December 10, 2025 the town published a Notice of Public Hearing for a hearing on January 12, 2026 at 5:30 pm to discuss this draft warrant article. The KLPA Board will be giving a presentation on the draft warrant article and will be joined by a representative from NHDES to answer any questions.
